Florida Condo Market 2026: Why Older Hallandale Beach Condos Are Discounted

Key takeaway: Older Florida condos cost less because the 2022-2025 condo laws moved decades of deferred repairs and reserves onto today's owners, and lenders now refuse buildings with open critical repairs. In Hallandale Beach, Zillow's typical home value is $279,430 (September 2026), about 17% below its March 2024 peak. A lower price is a bargain only in a building that has already done and paid for its repairs, so buy the building's paperwork before the view.
Who this guide is for: You're deciding whether to buy, hold or sell a condo in an older Hallandale Beach tower and want to know why prices fell, whether they'll keep falling, and how to tell a discount from a trap.

Why the Florida Condo Market Discounts Older Buildings
Older Hallandale Beach condos are discounted because Florida's 2022-2025 laws moved deferred repair and reserve costs onto today's owners, and lenders now screen for them. Before 2022, a board could keep dues low by waiving reserves and putting off structural work. Now milestone inspections find the work, structural integrity reserve studies price it, and Fannie Mae won't buy loans in buildings with unfunded critical repairs over $10,000 per unit.
So the discount is real value only where the building has already paid. In a tower that has finished its repairs and funded its reserves, you're buying the same unit for less. In one that hasn't, the price cut is an advance on an assessment you'll receive. The legal background is in our guide to Florida condo law since Surfside.
Hallandale Beach Condo Market Data, September 2026
Zillow's typical home value mixes condos and houses, so read these as the city's overall direction. For month-by-month prices, see our Hallandale Beach housing market report.
| Place | Typical value, Sept 2026 | 12 months | 10 years | Peak |
|---|---|---|---|---|
| Hallandale Beach | $279,430 | -2.9% | +40.4% | $336,081 (Mar 2024) |
| Hollywood | $442,331 | -1.5% | +87.0% | $474,059 (May 2024) |
| Aventura | $423,482 | -4.2% | +18.3% | $513,105 (Aug 2023) |
| Sunny Isles Beach | $651,300 | +1.8% | +24.6% | $705,659 (Oct 2023) |
| Broward County | $422,344 | -1.6% | +86.4% | $453,373 (May 2024) |
Hallandale Beach is about 17% below its peak while Broward County is about 7% below its own. Over ten years the city gained less than half of Broward's growth. For a buyer that gap is room to negotiate; for a seller it's a reason to price from recent sales in your own building, not from 2024.
Are Condo Prices Coming Down in Florida?
Statewide, prices have stopped falling and sales are picking up. Florida Realtors reported 27,106 condo and townhouse sales in the second quarter of 2026, up 9% from a year earlier, with the median flat at $310,000. In April 2026, condo closed sales rose about 7%, more than double the single-family increase, and pending sales rose nearly 15%.
Hallandale Beach is still drifting lower, down 2.9% over 12 months on Zillow's measure. Florida Realtors' chief economist said reserve requirements and financing complexities continue to complicate condo sales, which fits a market that's clearing older stock at lower prices rather than recovering evenly.
For a seller, the peak is the wrong benchmark. A unit bought at the city's March 2024 typical value of $336,081 and sold at September 2026's $279,430 would be $56,651 lower before costs. If your building has finished its repairs, show buyers the engineer's letter and the funded reserves; that's what separates your unit from the discount the city average reflects.
The 2022-2025 Laws Behind the Condo Market Reset
SB 4-D (2022): milestone inspections
Created milestone inspections at 30 years, or 25 years for buildings within three miles of the coastline.
SB 154 (2023): local 25-year option
Let local agencies set 25 years. Broward did, and its building safety inspection now starts at 25 years. Details in our milestone inspection guide.
HB 1021 (2024): small-building exemption
Exempted one- to four-family dwellings of three or fewer habitable stories from milestone inspections. Separately, associations can't waive SIRS reserves in budgets adopted from December 31, 2024.
HB 913 (2025): deadlines and relief
Effective July 1, 2025, it made repairs begin within 365 days of a phase two report, set December 31, 2025 for the SIRS, and let owners pause reserves for up to two budgets to pay for milestone repairs, for budgets adopted through December 31, 2028. See how SIRS reserves are set.
How Lenders Shape the Florida Condo Market
Fannie Mae's critical repair rule
Fannie Mae's Selling Guide makes a project ineligible with unfunded critical repairs over $10,000 per unit due within 12 months, or with an inspection in the last three years showing unaddressed critical repairs. A failed building loses most financed buyers until an engineer signs off.
Special assessments and loan eligibility
An assessment for a critical repair that isn't fixed yet also makes a project ineligible. That's why sales in buildings mid-repair lean toward cash. Our page on non-warrantable condo loans covers the options.
Condo Market by Building Age in Hallandale Beach
Towers past Broward's 25-year inspection
Any tower 25 years or older is inside Broward's inspection cycle, every 10 years. Ask for the latest report, the repair status and how it's being paid for.
Older towers that have finished their repairs
Once repairs are confirmed and reserves funded, the building can pass a lender's review again. These are the units where a lower price is most likely to be real value, so ask for the engineer's completion letter and the current SIRS.
Buildings under 25 years
Newer buildings haven't reached the inspection trigger, but any condo three habitable stories or more still needs a SIRS at least every 10 years. Check that its reserves follow the study.
Condo Market vs Houses in South Florida
Statewide, condos are the side of the market where sales are growing faster. Florida Realtors put April 2026 condo closed sales up about 7%, more than double the single-family rise, while the median time to contract stretched to 60 days, four days longer than a year earlier. A house carries no association, no milestone inspection and no SIRS, so its price doesn't carry those risks. A condo's price does, building by building.
Rent gives a second check. Hallandale Beach's typical rent was $2,455 in September 2026, up 0.6%. Principal and interest on an 80% loan at the typical value and a 7.4% rate is about $1,548 a month; add your building's dues, insurance and property tax before you compare.
Is It Smart to Buy a Condo in Florida Right Now?
It's a good time to buy a finished building and a risky time to buy an unfinished one. Use three questions to sort a shortlist.
- Has the building done its milestone or Broward inspection, and are the repairs complete? If not, price the assessment in.
- Does the latest SIRS match the reserves in the budget? If owners voted to pause reserves, ask when the pause ends.
- Will a lender approve the building? Have one review it before your financing deadline.

Florida Condo Market Outlook for 2027 Budgets
The rules set the calendar. SIRS reports were due by December 31, 2025, so budgets adopted since then are built on those studies. Owners can pause reserves to pay for milestone repairs only for budgets adopted through December 31, 2028, so expect dues in some buildings to step up when a pause ends. Milestone repairs must begin within 365 days of a phase two report.
None of that is a price forecast. It means more buildings will finish their repairs over the next two years, and those are the ones whose discounts should narrow first. If you own in one and plan to sell, our guide to selling a Hallandale Beach condo covers timing and disclosure.

Florida Condo Market FAQs
Are condo prices coming down in Florida?
Statewide, the median has stopped falling: Florida Realtors reported a $310,000 condo-townhouse median in the second quarter of 2026, unchanged from a year earlier, on sales up 9%. Locally it varies. Zillow's typical home value for Hallandale Beach was $279,430 in September 2026, down 2.9% in a year and about 17% below its March 2024 peak.
Is it smart to buy a condo in Florida right now?
It depends on the building more than the market. A tower that has finished its milestone repairs and funds reserves to its structural integrity reserve study can be good value at today's lower prices. One with open repairs or a coming special assessment may cost more than the discount, and lenders may not finance it until repairs are confirmed.
Why are people selling their condos in Florida?
The 2022-2025 condo laws required milestone inspections, reserve studies and funded reserves, and Florida Realtors reports that association fees climbed, insurance got harder to secure and financing more complicated. Owners facing those costs, or units that conventional lenders won't finance while critical repairs are open, have more reason to sell. Florida Realtors' economist cites reserve requirements and financing complexity as ongoing pressures.
Why are Florida condo prices suddenly falling?
The fall followed the post-Surfside laws. SB 4-D (2022) created milestone inspections, budgets adopted from December 31, 2024 can't waive SIRS reserves, and Fannie Mae treats buildings with unfunded critical repairs over $10,000 per unit as ineligible. Buyers priced in the assessments and lost financing in some buildings, which pushed prices down.
Will Florida condo prices recover?
Nobody can promise that. The rules point to a split: buildings that finish repairs and fund reserves can regain conventional financing, which widens their buyer pool, while buildings still facing repairs stay mostly cash. Statewide condo sales rose 9% in the second quarter of 2026 with a flat median, a sign of stabilizing rather than a rebound.
How much have Hallandale Beach condo prices dropped?
Zillow's typical home value for Hallandale Beach, which mixes condos and houses, was $279,430 in September 2026. That's down 2.9% from a year earlier and about 17% below its March 2024 peak of $336,081. Over ten years it's still up 40.4%, compared with 86.4% for Broward County as a whole.
